Strategic Environmental Assessment
The Strategic Environmental Assessment (SEA) is a process for
identifying and assessing the environmental effects of proposed
policies so that they may be taken into account before they are
approved or adopted. It is a vital tool that places environmental
considerations at the heart of decision-making processes and ensures
that alternatives are considered fully and transparently before final
decisions are taken.

We prepared an Environmental Report which outlines the strategic environmental assessment of the Draft Local Plan. The Report includes an
assessment of the positive and negative environmental effects of the policies
and proposals presented in the Plan.
Draft SEA Environmental Report – March 2008
We prepared a Draft Environmental Report, which outlines the strategic environmental assessment of the Local Plan Issues Report. The Report includes an assessment of the positive and negative environmental effects of the options presented in the Issues Report, and an assessment of the alternatives as required by the Environmental Assessment (Scotland) Act 2005. The Draft SEA Environmental Report was published for consultation alongside the Local Plan Issues Report and was also submitted to the Consultation Authorities for comment.SEA Scoping Report – December 2007
As part of the initial preparation of the SEA process, we prepared a
Scoping Report which outlined how we would undertake the SEA, the
organisations to be consulted, the timing and length of consultation
and the environmental parameters of the SEA. Formal consultation of
this Report with the Consultation Authorities (SEPA, SNH, Scottish
Ministers and Historic Scotland) was completed on 25 January 2008.
Recommendations provided by the Consultation Authorities have been
incorporated into the SEA process through subsequent stages in the
Local Plan programme.
